APERC announces draft RPO Regulations

The Andhra Pradesh Electricity Regulatory Commission (“APERC“) has issued Draft Regulations for Renewable Purchase Obligations (“RPO“) [available here].

The Regulations propose a cumulative RPO obligation of at least 5% of which a minimum of 0.25% must be from solar power. The distribution licensees are permitted to purchase Renewable Energy Certificates (RECs) which shall apply towards their RPO obligations.

In case of failure by the distribution licensess to meet their RPO obligations, they will have to deposit a specific amount in relation to such shortfall (based on forbearance price decided by the Central Electricity Regulatory Commission.
